Introducing the new Support at Home program

In-home support to adults

From 1 July 2025, the Australian Government will begin rolling out the Support at Home (SaH) program, which will replace the current Home Care Packages (HCP) program. This transition aims to make aged care services more streamlined, flexible, and responsive to individual needs—so older Australians can live independently, stay healthy, and remain connected to their communities for longer.

What is Support at Home?

Support at Home is a new way of delivering in-home aged care. It is designed to provide easier access to the right services at the right time, including:

  • Allied health and restorative care supports
  • Assistive technology and home modifications
  • A simplified classification and budget system to better match care needs

What these changes mean for people receiving aged care support

There are several key changes under the new program, including:

  • A move from four package levels to eight funding classifications, with quarterly budgets aligned to each level.
  • A defined list of services that participants can choose from, with flexibility to adjust their mix of services over time.
  • Access to short-term supports, including a Restorative Care Pathway and End-of-Life Pathway for people with changing or complex needs.
  • A new Assistive Technology and Home Modifications Scheme, allowing access to essential equipment or modifications without needing to build up funds first.

What’s changing for Home Care Package customers?

If you’re currently receiving a Home Care Package, you’ll transition to the new Support at Home program starting 1 July 2025. The Support at Home program will ensure that your care continues, though some aspects—such as how services are delivered and how your budget is structured—will look different under the new program.
