<p class="wp-block-paragraph">The Commonwealth Government recently announced changes to the Support at Home program. These changes, confirmed when the Federal budget was handed down in May, will ensure vital home care services are more affordable for older Australians.</p>



<h2 id="personal-care-to-be-fully-funded" class="wp-block-heading"><strong>Personal care to be fully funded</strong></h2>



<p class="wp-block-paragraph">From October 2026 the Commonwealth Government will fully subsidise the cost of personal care services. This mean you won’t be asked to contribute to the cost of essential supports like:</p>

<li>Showering and bathing</li>



<li>Dressing and grooming</li>



<li>Mobility assistance</li>



<li>Non-clinical continence care</li>
</ul>

<p class="wp-block-paragraph">The decision to fully fund personal care will make a meaningful difference to Support at Home participants who, from October, will not be required to contribute to the cost of their personal care.</p>

<p class="wp-block-paragraph">As yet, no new date has been announced, and the Government continues to monitor the market and gather further evidence before making any final decisions.</p>

<p class="wp-block-paragraph">The Aged Care Quality and Safety Commission will be given greater powers to ensure providers are transparent and accountable, and will be able to:</p>

<li>Take action against providers who fail to issue monthly statements</li>



<li>Publicly report on investigations and enforcement outcomes</li>

<p class="wp-block-paragraph">A new <em>National Summary of Support at Home</em> <em>Prices</em> will also be introduced and published quarterly. This report will show:</p>

<li>Pricing ranges across providers</li>

<p class="wp-block-paragraph">This will make it easier for older Australians and their families to compare the pricing across different providers and make more informed decisions about their care.</p>

<p class="wp-block-paragraph">These changes include a Statement of Rights for older people receiving aged care services. They include the right to make your own decisions, to be respected, and to feel safe.</p>

<p class="wp-block-paragraph">Under the Support at Home program, 10% of your budget is set aside for care management, and your provider must check in with you regularly. This includes maintaining safety, quality, and compliance.</p>

<p class="wp-block-paragraph">Self-management can allow you to work with people you already know, such as:</p>

<p class="wp-block-paragraph">Kirinari has have made a submission to the Senate Committee Inquiry into The Transition of the Commonwealth Home Support Program to the Support at Home Program.</p>



<p class="wp-block-paragraph">As Australia’s largest regional provider of human services, we see every day that delivering care in the regions is different.</p>



<p class="wp-block-paragraph">Travel distances, thin markets and workforce pressures mean regional providers simply can’t match an hour of care to an hour of funding under metropolitan‑designed models.</p>



<p class="wp-block-paragraph">Policy designed in the cities must not forget the realities of the regions. Kirinari will continue to advocate for models that ensure regional Australians are not left behind simply because of where they live.<br><br>Our submission highlighted these challenges, with case studies on our experience of the Support at Home Program.</p>

<p class="wp-block-paragraph" id="intro">On 1 November 2025 the Australian Government introduced Support at Home, a new program that aims to simplify and ensure the ongoing sustainability of aged care services.</p>



<p class="wp-block-paragraph">It replaces the old Home Care Package program and Short-Term Restorative Care. This is the first step in a major reform, with the Commonwealth Home Support Programme (CHSP) also set to join Support at Home in 2027.</p>



<p class="wp-block-paragraph">A new Aged Care Act also started on 1 November 2025. It replaces outdated laws and delivers key recommendations from the Royal Commission into Aged Care Quality and Safety. The new Act includes:</p>
